Kha'ZixKha'Zix
Level 5 = Sabor de Medo
Level 9 = Espinho do Vazio or Pulo
Level up the Pulo in games where you'll kill in one combo rotation and reset the skill, usually I games where you're already ahead and a great choice.
Level up the Espinho do Vazio in games that are difficult or even, it helps your team overall and helps you facecheck the bush more safely.
Level 13 = Espinho do Vazio or Pulo
What you don't level up at level 9 will be your evolution at level 13 in 99% of cases

HARD COUNTER
ViVi
This is the hardest matchup for Kha'Zix overall, Vi limits you a lot in TFs and 3v3 and 2v2 fights because of her kit, with the armor boots nerf the matchup got a slight relief but it's still the worst in my opinion.
You can build Encantamento de Mercúrio or Limiar da Noite that help you not take her Ult or Q so easily.



When to evolve R?
Kha'ZixKha'Zix
The Massacre do Vazio is only worth leveling up when your Pulo won't be as useful and will be used as an escape, with the evolution of Massacre do Vazio you get more invisible time and an extra recharge, which can help you eliminate the carry and use the Pulo to get out.
Aside from that situation I don't see a point in leveling it up
